- 38 bytes are split into 13 groups of 3 bytes; each group becomes 4 characters.
- The text has 32 characters but 38 UTF-8 bytes, because non-ASCII characters take 2 to 4 bytes each.
- The last group had 2 bytes, so 1 "=" padding character was added.
- Size grows by about 36.8% (Base64 always adds roughly one third).
